UPDATE: Sheriff Havard Clarifies ICE Involvement in Kirbyville Threat Arrest

Sheriff Chuck Havard released an additional statement Saturday afternooon regarding the arrest of Alishia Robin Blevins, 58, of Kirbyville, who was taken into custody on August 22 for Terroristic Threat – Cause Fear of Serious Bodily Injury.
Havard clarified that U.S. Immigration and Customs Enforcement (ICE) was contacted during the incident because the male victim was wearing an electronic ankle monitor, which deputies determined was tied to a law enforcement or probation agency. Havard said this indicated the man had a prior criminal history, and he also admitted to being in the country illegally.
“No arrest was made on him because there was no violation of the Texas Penal Code present when we arrived,” Havard stated. “So yes — ICE was contacted and will be contacted every single time under these circumstances.”
Havard emphasized that this information was not included in the original release because it was not directly relevant to the criminal case against Blevins.

Blevins remains innocent unless proven guilty in a court of law.
