Two arrested in Newton County on charges of Child Endangerment and Unlawful Restraint

On Saturday, January 18, 2025, at approximately 7:30 p.m., deputies with the Newton County Sheriff’s Office, along with the Texas Highway Patrol, executed felony arrest warrants in Burkeville.

The arrest warrants stemmed from a 2024 investigation.


Deputies placed both individuals, Richard Shaffner II and Rose Whiting, under arrest and transported them to the Newton County Jail.


Both individuals are charged with child endangerment and unlawful restraint of a person under the age of 17.


Sheriff Havard would like to commend Deputy Phippen and Deputy White for their dedication and hard work on this case.
