Two Arrested for Illegal Dumping on County Road 89

The Jasper County Sheriff’s Office has arrested two men following the discovery of illegally dumped trash on County Road 89.

According to Sheriff Chuck Havard, a resident reported the roadside debris early Tuesday morning. Deputies and a trustee responded to clean up the site and gather evidence. Investigators quickly found a document among the discarded items that identified possible suspects.

As a result, two arrest warrants were issued. Kelvin Lard, 41, of Jasper, and Thomas Fowler, 57, of Jasper, were taken into custody on charges of Illegal Dumping, a Class B Misdemeanor. During Lard’s arrest, deputies also discovered methamphetamines, resulting in an additional felony drug possession charge.

Both men were booked into the Jasper County Jail.

“These individuals are innocent unless proven guilty in a court of law,” Sheriff Havard stated. “We will work just as hard to catch trash and animal dumpers as we would a serious felony crime.”
