Newton County Judge’s Office Launches “C.A.R.E.S.” Christmas Bible Outreach Program


NEWTON COUNTY, Texas — The Newton County Judge’s Office has announced the launch of a new faith-based Christmas outreach initiative: Newton County C.A.R.E.S. (Compassionate Actions Reaching Every Soul). The program’s mission is to share the hope and comfort of Scripture with individuals currently incarcerated during a season when despair, loneliness, and separation from family can weigh heavily on the human spirit.


Judge Ronald J. Cochran said the program reflects the county’s core values of compassion, service, and faith.

“The Bible reminds us in Psalm 119:105, ‘Thy word is a lamp unto my feet and a light unto my path,’” Judge Cochran said. “For many who are behind bars, Christmas can be a difficult, isolating time. But God’s Word has the power to bring light, peace, and renewal even in the darkest places.”

The initiative seeks to place a Bible and a small set of permitted items into the hands of inmates this Christmas, offering encouragement grounded in Scripture. Judge Cochran emphasized the spiritual importance of the effort.


“As it is written in John 8:32, ‘And ye shall know the truth, and the truth shall make you free.’ Even when the body is confined, the soul can find freedom in God’s truth,” he said. “It is our prayer that each Bible given will plant a seed of redemption and hope.”

Approved Gift Items

To comply with jail safety and security policies, the Judge’s Office has coordinated with facility staff to ensure all donated items meet requirements. Each gift bag should include only the following:

  • 1 notebook (no spiral, no metal)

  • 1 pen

  • 1 highlighter

  • 1 blank Christmas card with stamp


All items should be placed unsealed in a small gift bag so they may be inspected by jail personnel.

Any excess donations may be shared with neighboring Jasper County to support inmates there as well.


How to Participate

Community members wishing to contribute may deliver their gift bags to the Newton County Judge’s Office before December 16, 2025.


Judge Cochran noted that the program aligns closely with the biblical call to remember the incarcerated.

“Matthew 25:36 reminds us, ‘I was in prison, and ye came unto me.’ This outreach embodies the heart of Newton County and, more importantly, the heart of God,” he said.

The Judge’s Office also extended appreciation to Newton County employees who have already committed to participating in the effort.
