Jasper Police Chief Issues Statement After Pursuit and Felony Arrest

Jasper Police Chief Garrett Foster released a statement Friday following the arrest of a Jasper man who led officers on a pursuit after refusing to stop for a traffic violation.


At approximately 1:00 a.m. on July 4, a Jasper Police Department officer attempted to stop a driver for multiple traffic violations. The driver refused to pull over, resulting in a pursuit.


The suspect, identified as Devin Raychade Garrett of Jasper, was apprehended without further incident and charged with Evading Arrest in a Motor Vehicle and Possession of a Controlled Substance – Penalty Group 1, both third-degree felonies.


According to the department, Garrett is currently on parole, has been arrested multiple times in recent months, and is connected to several ongoing narcotics investigations.


Chief Foster emphasized the department’s efforts to tackle drug-related crime in Jasper.


“The Jasper Police Department remains committed to combating the spread of illegal narcotics in our community through proactive enforcement and accountability,” he stated.

Jasper, Texas – July 4, 2025 – At approximately 1:00 a.m., a Jasper Police Department officer conducting street-level interdiction initiated a traffic stop after observing multiple traffic violations. The driver refused to stop, leading to a vehicle pursuit.


The suspect, identified as Devin Raychade Garrett of Jasper, was apprehended without further incident. Garrett was arrested and charged with Evading Arrest in a Motor Vehicle and Possession of a Controlled Substance – Penalty Group 1, both third-degree felonies.


Garrett is currently on parole and has been arrested numerous times in recent months. He has also been linked to several ongoing narcotics investigations.
