JASPER, Texas — A Newton County man is behind bars after Jasper police say he kidnapped and carjacked a victim before transporting him to Jasper, where he was held at gunpoint and assaulted with a baseball bat.
The incident began around 4:00 a.m. Thursday when Jasper police officers were dispatched to the Butterfly Garden on Water Street after a park visitor found the victim, who reported being robbed and attacked. The victim was later taken to Jasper Memorial Hospital for treatment of his injuries.
Police say the victim was initially kidnapped and carjacked in Newton County, then driven to Jasper.
By 10:30 a.m., Jasper police spotted the suspect vehicle near Milam and Wheeler Streets. Officers conducted a high-risk stop and arrested the driver, identified as Terry Lewis Brooks, Jr., of Newton, Texas, without incident.
Inside the vehicle, officers recovered methamphetamine, a firearm matching the robbery description, and other evidence.

Brooks faces multiple charges, including:
Unlawful Possession of a Firearm by a Felon
Possession of a Controlled Substance
Unauthorized Use of a Motor Vehicle

The Jasper Police Department says the case is still under investigation, with assistance from the FBI–Beaumont, U.S. Marshals Service, and the Texas Office of Inspector General. Detectives are working to determine if other suspects were involved.
Brooks remains in the Jasper County Jail pending arraignment. He is presumed innocent until proven guilty in court.
Police Chief Garrett Foster commended the teamwork behind the swift arrest:
“This arrest was made possible through the dedication of our officers and the strong partnerships we maintain with our federal and state law enforcement agencies. Together, we will continue to pursue justice and protect the citizens of Jasper and neighboring counties.”
