This past week, I was honored to attend the Loula Foundation event with County Judge Mark Allen and Lanie Brown with Congressman Brian Babin’s office. I was a guest speaker and had the privilege to share in their mission and show appreciation for their work with our Jasper County Jail inmates. The Loula Foundation has been a strong partner in supporting addiction recovery at the Jasper County Jail, bringing hope and real change to those working toward a better future.
On August 26th, 2025, the Jasper County Sheriff’s Office responded to a call regarding a toddler found at the intersection of CR 135 and CR 136 in Jasper. The 3-year-old was found by a mail carrier. Deputies conducted a door-to-door search and located one of the toddler’s uncles. The child was in custody of two uncles, one who had left the residence, and one who went to sleep with the child at the residence. At some point, the child woke up and was able to open the door and leave. The child was unharmed and released to the mother per Texas Department of Health and Human Services, Child Protective Services. No charges were filed at that time. CPS will be following up with the family. We would like to thank our deputies and DPS for their quick response. We are very thankful that the child was unharmed and reunited with the family. A big thank you goes out to the mail carrier for being alert.
On August 28th, 2025, Sgt. Chris Wade and Deputy Jacob Spivey were dispatched to CR 451 regarding someone discharging a firearm. The complainant stated “bullets” had struck a neighboring residence. During the course of the investigation, it was found that Jeremiah Beck, 38, of Kirbyville was in possession of a 12-gauge shotgun and admitted that he had been shooting it. Sgt. Wade checked the firearm and it was confirmed to be stolen out of Angelina County. Beck was placed under arrest for Deadly Conduct (3rd Degree Felony) and Theft of a Firearm by Possession (State Jail Felony). He was arrested and taken to the Jasper County Jail. A big thank you to Kirbyville PD Officer Scott Duncan for his assistance on that call.
Members of Texas A&M Task Force 1 were standing by in Jasper County and ready to be deployed with two boats if any water rescues were needed during the Labor Day weekend. We appreciate our partnership with Texas Department of Emergency Management and thank them for sending resources to help us and surrounding counties if needed. Thankfully, we did not need their services.

On September 1st, 2025, I stopped at Cotton Top Convenience Store in Kirbyville and as I was walking across the parking lot to enter the store, I observed a silver GMC pickup truck parked at the gas pump area facing north. The passenger side door was open. An older white male was standing near the opened passenger side door of the truck and attempted to ask me a question. I didn’t understand what the man was asking, so I walked to the passenger side of the vehicle and began talking with him. I looked inside the vehicle and observed another white male sitting in the driver seat. I also observed a .22 rifle lying on the seat between the driver and the console. I talked to the man sitting in the driver’s seat and during the conversation, the man admitted to being a convicted felon. He was identified as James Ronnie Graham, 44, of Kirbyville. I placed him under arrest for Possession of a Firearm by a Convicted Felon. He was transported to the Jasper County Jail. The passenger was not involved in any criminal activity and was brought home by JCSO.

Brown was also wanted for Release of Surety Bond out of Hardin County for the original charge of Tamper/Fabricate with Evidence with Intent to Impair (Felony 3). Brown was transported to the Jasper County Jail without incident.
The Jasper County Sheriff’s Office inmate feed is currently inactive due to a statewide transition in the provider for Texas Victim Notification Services. Our team is actively working on migrating data from the previous provider (VINE) to the new system (IVSS/Sylogist). While we don’t yet have an estimated completion date, we’re collaborating closely with state and local partners to restore the jail feed as quickly as possible. Please call us and we will be more than happy to advise you who’s in our custody or visit about your case.
Please note that all persons listed in this report are innocent unless proven guilty in a court of law.
My staff and I are committed to combating criminal activity in Jasper County. We work for you. Please contact me if you have any ideas or if there is something you would like us to help you with. As always, it is a great privilege and honor to be the Sheriff of Jasper County.
Respectfully,
Chuck Havard
