Jasper County Sheriff’s Report - 10/28/2025

ree

I hope everyone had a great week. Although we had a few showers over the weekend, the burn ban is still in effect for our county. Today is National First Responders Day. We honor the dedication and sacrifices of our firefighters, law enforcement, EMS, and emergency communication operators. They are vital in protecting our communities.

Deputy Jacob Spivey was promoted to Patrol Sergeant this past week following our promotional interview process. He will begin his new duties on October 31st, 2025. I have been impressed with Sergeant Spivey since the first day I met him. His leadership skills, solid decision making and tons of common sense led him to this promotion. He represents our Sheriff’s Office and the people of Jasper County with professionalism and class. I appreciate him stepping up to a role of greater responsibility.

On October 21, 2025, the Texas Jail commission arrived at our jail facility to conduct an annual jail inspection. The inspector audited our records, our policies, training and conducted interviews with our staff and inmates. After an extensive review of the Jasper County Jail, the Texas Jail Commission deemed our facility in compliance with state law and Texas Jail Standards. We passed! We take every measure possible to ensure our jail remains operational and in compliance with state laws and jail rules. We appreciate our jail inspector, Mike Garrett and his leadership team, for their guidance and suggestions. We will implement additional procedures to make our jail even better.

Harbor Hospice of Jasper provided hot dogs for JCSO inmates and staff last Wednesday, October 22, 2025. Although our staff was extremely busy with an audit by the Texas Jail Commission at our facility, we really appreciated their generosity and the meal was enjoyed by everyone.

On October 23rd, 2025, the Jasper County Sheriff’s Office was notified of a missing hunter on the banks of the Neches River. Our deputies, Texas Game Wardens and other first responders were deployed to the general vicinity of the missing hunter. Law enforcement and other first responders began a search on foot and with UTV’s. Law enforcement fired several shots in the ground hoping to alert the missing hunter and the hunter responded with several shots. First responders moved toward his location. A short time later, a Jasper County Sheriff’s Deputy and several members of the Silsbee Fire Department located the hunter who was unharmed and safe.

On October 24th, 2025, Deputies Noel and Daigle were notified of a wanted person with an active felony warrant for his arrest for the charge of Unlawful Possession of a Firearm by a Felon. Deputies responded to the last known address and located Mureia Napoleon, 47, of Jasper. He was taken into custody without incident and booked into the Jasper County Jail. This warrant stems from a shooting incident that took place in May in Jasper County.

On Friday, October 24th, 2025, the Jasper County Sheriff’s Office responded to a residence in Evadale regarding a possible assault that occurred earlier in the evening. Through the investigation, more evidence was revealed. One 17-year-old and one 15-year-old not only

assaulted a 16-year-old victim but also stole money from him during the assault. On October 25th, 2025, Deputies Spivey and Tipton presented probable cause affidavits to Jasper County Justice of the Peace Steve Conner, who issued warrants charging both individuals with Robbery – F2. Both were taken into custody. The 17-year-old was transported to the Jasper County Jail and the juvenile was transported to the Hardin County Juvenile Detention Center. This was an unfortunate situation, and hopefully these two young men will learn their lesson, but they must be held accountable for their actions.

On October 26th, 2025, Jasper County Sheriff’s Deputies Daigle, Roy, and Walker, were dispatched to a disturbance with shots fired on FM 1004. It was learned upon arrived that the suspect, Jerrell Wayne Stanley, 54, of Buna, had been in a verbal altercation with the victims and left. He then returned with a pistol and fired a round into the direction of a building striking a boat trailer. It was also learned that Stanley was a convicted felon. Stanley was arrested for Deadly Conduct – Felony 3 and Unlawful Possession of a Firearm by convicted Felon – Felony 3. He was transported to the Jasper County Jail.

On October 27th, 20225, Deputies Roy and Kaylor met with adult probation at the Buna Sub-Courthouse where Cameron Lee Johnston, 24, of Votaw, was placed under arrest for two active felony warrants for Motion to Revoke Community supervision for violating his probation in San Augustine County. He was on probation for Online Solicitation of a Minor and Possession of Child Pornography. Johnston was transported to the Jasper County Jail.

All subjects listed in this report are innocent unless proven guilty in a court of law.

I would like to thank Buna resident Mike Hillin for coming to Jasper and touring our jail facility last week. I would ask every citizen in our county to come and look at what we do in our jail. The operational costs of running this Sheriff’s Office are funded by your tax dollars, please come and see this facility.

We have a long way to go, but I can assure the people of Jasper County dope dealers and thieves are on the move. Our men and women in uniform are staying after em’ and we are exercising a zero-tolerance policy on thefts and drugs. It’s an honor to lead our employees and it is certainly an honor representing the people of our county as the Sheriff.

Respectfully,

Chuck Havard

Jasper County Sheriff
