Jasper County Sheriff’s Report - 02/03/2026

This past week, Officer Heather Moye was promoted to Jail Sergeant at the Jasper County Jail. She has been employed by the Jasper County Sheriff’s Office for three years. Sergeant Moye is an outstanding Public Safety Professional and has over 14 years of experience, including five years in Corrections and nine years in emergency dispatching, with supervisory experience as a Dispatch Supervisor. Her leadership has been proven in high-stress situations and her commitment to service, professionalism, and accountability is second to none. She is married to her husband, Stewart, and they have one daughter. Sergeant Moye is very deserving of this promotion and has the experience and determination to hold our employees and inmates accountable. She will continue to do a great job for this office and the citizens of Jasper County.

I had a very unique visitor stop by the office last week. It was a pleasure meeting Ms. Tomi Tatum. Tomi is a revered retired Oklahoma Highway Patrol Trooper, having the distinction of being the very first female Highway Patrol Trooper in the state of Oklahoma. She attended the 36th session of the Oklahoma Highway Patrol Academy and graduated in 1978. She served as a Trooper for 28 years, moving up to the rank of Lieutenant. She retired in 2006 and eventually moved to Jasper in 2023 to be closer to family. It was a joy visiting with her and we are certainly glad she lives in our county.

On January 29, 2026, Deputy Dr. Tony Tipton and Investigator Karli Cherry attended the Kirbyville High School Job Fair tonight on behalf of the Jasper County Sheriff’s Office. They were able to visit with high school students about the Sheriff’s Office and the importance of law-enforcement professionals. This was an excellent event and a great recruiting tool. We were proud to participate in this event and hopefully a few of them will join our ranks in a couple of years!!!

On January 27th, 2026, at approximately 2:37 p.m., Deputy Shannon Davis Jr. of the Jasper County Sheriff’s Office responded to a reported vehicle burglary at 9591 County Road 451 in Kirbyville, Texas. The victim reported that his neighbor, Amber Granger, 39, of Kirbyville, admitted to stealing items from his vehicle. The only confirmed missing item was the vehicle title, which was later recovered from a nearby creek by an elderly neighbor. Deputy Davis contacted Granger who admitted to taking the vehicle title, a baseball bat, and miscellaneous documents from the vehicle and throwing the title into the creek. She stated she entered the property believing her children were being held there, though she later acknowledged her children were safely located in Orange, Texas. Later that day at approximately 4:10 p.m., after retrieving an arrest warrant, Granger was arrested for Burglary of a Motor Vehicle- Class A Misdemeanor and transported to the Jasper County Jail.

On January 27th, 2026, at approximately 6:00 p.m., Transport Deputy Matt Hopson and Officer Joshua Primrose arrived back in Jasper County with fugitive Jacob James. James was captured in Graham County, North Carolina on January 15th, 2026, after we received a tip regarding his whereabouts. He has been incarcerated in the Graham County Jail since his arrest. He was wanted out of Jasper County for Motion to Revoke Probation (Felony-Burglary of a Habitation) and Tampering with Electronic Monitoring Device (Felony). He is now back in our custody this evening and will face his charges in our county. I want to commend our two officers for their hard work and long travel hours over the last couple of days. We will go wherever we need to when one of our fugitives is apprehended.

On February 1st, 2026, Deputy Tipton was dispatched to County Road 278, in reference to dumping. Deputy Tipton found some identifying information in the trash and was able to locate who he believed to be the culprit who dumped the trash. Although we did not have enough evidence to file a charge, the individuals Deputy Tipton believed to have committed the dumping violation agreed to clean it all up. Please utilize the numerous dumping sites throughout our county to discard your trash. If you’re caught dumping, and we can prove it, you will be issued a citation or arrested.

On February 2nd, 2026, at approximately 1:12 p.m., the Kirbyville Police Department received a call regarding several males threatening an individual with firearms. A short time later, a Kirbyville Police Officer arrived and three subjects were taken into custody. One male managed to elude the officer and was last seen on Ave. A in Kirbyville. The Kirbyville Police Department is the lead agency and will continue to investigate.

Everyone listed in this report is innocent unless proven guilty in a court of law.

We are here for you and your families, 24/7. It is a privilege and honor to represent the people of this county.

Respectfully,

Chuck Havard

Jasper County Sheriff
