Jasper Police Detective Toderick Griffin

Can you please help the CID division identify these two individuals? One is a suspect in a criminal mischief case, and the other is suspected of theft. I know they are not the best pictures in the world, but it's all we had to work with. Both are innocent until proven guilty.
