Captain Doug Conn Resigns from Jasper County Sheriff’s Office Following Title IX Findings

JASPER COUNTY, Texas — Captain Doug Conn has resigned from the Jasper County Sheriff’s Office following recent reports regarding a Title IX investigation into his conduct during his previous employment at Angelina College.
Sheriff Chuck Havard confirmed Conn’s resignation Thursday morning, one day after placing him on suspension pending an internal review. The investigation stemmed from findings that Conn—while serving as Chief of Police and Director of the Angelina College Police Academy—was found liable for multiple Title IX violations related to inappropriate workplace comments and behavior.
“After a very careful and thorough review, and after speaking with Captain Conn, he made the decision to resign this morning,” Havard stated. “To be completely fair to Captain Conn, I want to be clear regarding his job performance here at our office—he conducted himself with class and did an outstanding job while he was employed here.”
Havard emphasized that none of the allegations were connected to Conn’s work at the Jasper County Sheriff’s Office.
“Since coming to work here, he has worked tirelessly to help make our agency more efficient and get our training program to an acceptable level,” Havard said. “However, during my review, the determination was made that he did make some inappropriate comments while employed with Angelina College, and I accepted his resignation this morning.”
Conn joined the Jasper County Sheriff’s Office on April 11, 2025, and most recently served as the Sex Offender Registration Sergeant.
Sheriff Havard added, “I will always do what’s right for our citizens and for the Jasper County Sheriff’s Office.”
