Brookeland Man Arrested for Felony Sex Offender Violation

JASPER COUNTY, Texas — The Jasper County Sheriff’s Office has arrested a Brookeland man on a felony warrant related to sex-offender registration requirements.
On December 9, 2025, at approximately 9:45 a.m., Sergeant Chris Wade took William Lawrence Kelly, 66, of Brookeland, into custody in Jasper. The arrest follows a warrant issued on December 8, 2025, for Failure to Comply with Sex Offender Duties, a Third-Degree Felony under Texas law.
According to Sheriff Chuck Havard, the department remains focused on strict enforcement of sex-offender compliance requirements.
“My staff and I are committed to combating criminal activity in Jasper County,” Havard said. “We will not tolerate sex offenders failing to comply with state law and regulations.”
Kelly was transported to the Jasper County Jail.
All individuals are presumed innocent unless proven guilty in a court of law.
