Vigilant off-duty Jasper County Deputy recognized theft vehicle and suspects and makes arrest

On January 22, 2025, Jasper County Sheriff Deputies were dispatched to the dollar store in Kirbyville regarding shoplifting. On arrival, deputies spoke to the manager, who advised that two individuals entered the store and placed multiple items in their coats and left without paying for the items. The manager also advised that the male subject dropped his wallet while in the store where she was able to obtain his drivers license to make a positive identification.

Video footage was also reviewed and both subjects were positively identified. The suspects were identified as Lacey J. Ozan, 42, and William Kett Boughner, 38, both of Newton County. Deputies obtained an arrest warrant for Theft of Property- Shoplifting (MB).

On January 28, 2025, the vehicle driven by Boughner was identified by an off duty Jasper County Sheriff’s Deputy at Jasper Walmart. Deputies were able to identify both Boughner and Ozan and place them under arrest for the outstanding Theft warrants and brought to the Jasper County Jail. They both are innocent unless proven guilty in a court of law.
