Jasper County Sheriff's Report

4-29-25

This past week, we celebrated Administrative Assistant Day with the ladies that keep the Sheriff’s Office running smoothly. Donna, Cynthia, and Kim do a great job here at our office. Without them, this operation would be complete chaos. I want to thank them for what they do.

On April 22, 2025, the Jasper County Sheriff’s Office took a report of a theft off of CR 222 in Brookeland. The suspect stole a battery from a piece of equipment and a game camera captured images of the suspect pulling a dolly with the stolen property on it. After a JCSO deputy arrived on the scene, the deputy followed the dolly tracks from the theft location to the suspect’s residence. County Judge Mark Allen issued an arrest warrant for the suspect, Robert Triola, 22, of Brookeland. Triola was arrested and charged with Burglary of a Motor Vehicle (MA) and transported to the Jasper County Jail. Other stolen property was recovered at the residence.

On April 23, 2025, a Buna ISD School Bus and a Jasper County Dump truck were involved in a minor crash in Buna. There were no injuries reported and all of the kids on the school bus were transported away from the scene on another school bus. Texas DPS investigated the crash.

On April 23, 2025, the much anticipated “Inside Out Recovery Initiative” began at our jail. This program is an early step in the continuum of care, helping individuals begin or strengthen their recovery journey while still incarcerated. After release, participants are welcomed into Loula Foundation’s extended recovery program for continued guidance and healing. I’d like to thank Cindy Perez, owner and CEO of Cat5Resources and Wendi Faulk Martinez, CEO of Faulk Health Partners (along with her staff) for their unwavering support with this program. We are excited to be part of this partnership! I’d also like to thank District Attorney Anne Pickle and Judge Mark Allen for taking time out of their busy schedules to speak to our inmates. Thank you to the JCSO staff for all the extra effort they put into making the first meeting a success. Together, we are building bridges from incarceration to reintegration and from surviving to thriving in our communities.

On April 23, 2025, two Jasper County Sheriff’s Deputies were dispatched to Roganville for a theft in progress. Dispatch had advised that a witness was following a vehicle that had just stolen two catalytic converters off of a vehicle. Kirbyville PD Officers located the suspect and conducted a traffic stop with the JCSO deputies arriving a short time later. The deputies began an investigation into the theft that resulted in Teresa Johnson, 58, of Woodville, and Phillip Winkle, 55, of Spurger, being arrested. They were still in possession of the catalytic converters and the tools used to remove them. Both Johnson and Winkle were booked in the Jasper County Jail for State Jail Felony Theft of Catalytic Converters.

On April 24, 2025, the Jasper County Sheriff’s Office received information regarding the location of Teresa Ann White, 46, of Jasper, who was wanted on a warrant for Motion to Revoke Community Supervision warrant for Criminal Trespass of a Habitation (MA). A deputy was immediately deployed to the residence and arrested White on those warrants. White was also found to be in possession of a methamphetamine pipe and charged with Possession of Drug Paraphernalia.

On April 24, 2025, the Jasper County Sheriff’s Office received a call from a complainant who stated she had sold a Harley Davidson Motorcycle to an individual who paid with a business check which came back fraudulent. Investigator Cherry was familiar with the business owner and found that Billy Minter Jr., 20, of Buna, was a Brookshire Bros. employee and had taken checks that were on a closed account without permission. Minter was arrested for Theft of Property (SJF) and taken to the Jasper County Jail. The motorcycle was recovered and returned to the owner.

On April 24, 2025, a Hardin County fugitive was stopped by a Jasper County Sheriff's Deputy because the vehicle he was driving had an expired registration. The driver was identified as Jonathan Ray Williford, 44, of Louisiana. Upon checking for warrants, Williford showed to have active warrants through Hardin County for Fail to Appear on Violation of a Protective Order, Terroristic Threat and Harassment. He was placed under arrest, transported to the Hardin County line, and released to a Hardin County Sheriff’s Deputy.

On April 24, 2025, I attended the East Texas Mutual Aid meeting hosted by the Buna Volunteer Fire Department. The meeting was extremely informative, and the BBQ provided by the Jasper County Go Texan Team was delicious. I had a great time hanging out with all our first responders. They never miss a call, and they don’t make a dime. A big shout out for all they do for our communities.

On April 24, 2025, I, along with Chief Pulliam and Major Crowell met with agents of Immigration and Customs Enforcement (ICE) to discuss illegal immigration and enforcement action they can provide to us when their services are needed. We appreciate all of our local, state, and federal partners.

Wade arrived and contacted Tori Clines, 34, of Kirbyville. Sgt. Wade noticed that Clines was extremely intoxicated on some type of narcotic and she was very belligerent. On April 26, 2025, two Jasper County Sheriff’s Office employees were honored by Jasper VFW post 6380 this evening. Pat Erath, Assistant Communications Supervisor, was awarded Dispatcher of the Year for 2025 and Deputy Mike Poindexter was awarded Law Enforcement Officer of the Year for 2025. It is an honor to work with these two gentlemen and their service to the citizens of Jasper County is greatly appreciated. Congrats to all the other award recipients. Thank you to all the members of the Jasper VFW, volunteers and community leaders, for an exceptional evening.

On April 26, 2025, on 04/26/25, at approximately 3:40 p.m., Sgt Chris Wade was dispatched to Texas Timber Jack in Jasper for criminal trespassing and a possible theft in progress. A witness called the Sheriff’s Office and reported that they witnessed a male jump the chain link fence and was on the property of Texas Timber Jack. As Sgt. Wade approached the business, the suspect began to evade on foot. A Jasper police officer arrived to assist and saw the subject behind Harbor Hospice. When the subject saw the officer, he ran into a wooded area in a residential neighborhood. Several Jasper PD officers arrived to assist and Texas DPS troopers as well. Jasper PD deployed their K9, but officers were unable to locate the suspect. Sgt. Wade, Sgt. Starkie and an officer with Jasper PD spoke to a witness who identified the male running and officers have positively identified the suspect. The suspect is a juvenile and his name will not be released at this time, but investigators will be obtaining several felony and misdemeanor warrants for the suspect. Sgt. Wade and Sgt. Starkie went to the scene and began an investigation and learned that the suspect had attempted to steal a vehicle and a forklift. The suspect will be facing 2 counts of unauthorized use of a motor vehicle, one count of criminal trespass and one count of evading arrest or detention on foot. We would like to thank the Jasper Police Department, Jasper Police K-9 unit and the Texas DPS for their assistance. We would also like to thank Allegiance EMS for standing by in the area to provide medical assistance to our officers or suspect if it would have been needed.

On April 27, 2025, at approximately 12:26 a.m., a Jasper County Sheriff’s Deputy was patrolling on Reese Road, between Buna and Evadale. The deputy observed a vehicle driving erratically and believed the driver may have been intoxicated. Upon detaining the vehicle, he identified the driver as Landon Marceaux, 17, of Lumberton. There were three other occupants identified as Cannon West, 18, of Beaumont, Bland Wilson, 17, of Lumberton, and a 15-year-old juvenile. While speaking with driver, the deputy developed probable cause to search the vehicle. During the search, the deputy found several handguns, one of which was confirmed stolen out of Hardin County. The deputy also discovered other items that may tie the subjects to other crimes. Based on the deputy’s findings, Marceaux was charged with Theft of a Firearm, a State Jail Felony, while West, Wilson, and the juvenile were all charged with Unlawfully Carrying a Weapon, Class A Misdemeanor. The three adults were placed in the Jasper County Jail while the juvenile was transported to the Hardin County Juvenile Detention Facility. Further charges may be forthcoming.

The deputy located the suspect and conducted an investigation. The deputy arrested Noah Kincel, 60, of Hemphill, and charged him with Assault causing Bodily Injury (MA). He was also wanted on a Felony MTRP Aggravated Assault warrant out of Sabine County. Mr. Kincel was placed in the Jasper County Jail.

On April 28, 2025, Cody Vann, 18, of Buna, was sentenced to 53 years in TDC for the murder of Logan Orosco on July 10, 2024, in Buna in front of Tractor Supply. Vann was apprehended hours after murdering Orosco and discarding his body on Hwy 96. There was no good outcome in this case.

This past week, we had an incident involving one of our communications operators. Our operator failed to immediately put out a call which resulted in us not locating two individuals on a theft case. I am the Sheriff and the buck always stops with me. The dispatcher will receive additional training and steps have been taken to ensure this type of failure doesn’t happen again.

Please note that all persons listed in this report are innocent until proven guilty in a court of law.

I want to commend the citizens of Jasper County for staying alert and being vigilant to their surroundings. Many of our calls are initiated and solved by concerned citizens. It is an honor to be the Sheriff of Jasper County. Please don’t hesitate to call us if you need us.

Respectfully,

Chuck Havard

Jasper County Sheriff
