Jasper County Sheriff’s Report

3-18-25

We are still as busy as ever here at the Sheriff’s Office. Last week, we had to juggle several things at the jail. Our jail population was at 160. I made several calls to the Jail Commission to keep them informed about our operations.

I would like to thank Jasper County Judge Mark Allen for assisting us with reaching out to our legislators to help us with moving some of our inmates to TDC to lower our jail count.

On March 11, 2025, a deputy attempted to make a traffic stop on FM 363 in Kirbyville for a vehicle failing to display a license plate. The driver of the vehicle failed to stop and a pursuit was initiated. It ended in Newton County near County Road 4075 and County Road 4070 when the driver lost control of the vehicle and fled on foot. The Deputy and a Kirbyville PD officer caught the suspect. Ralph Borrego was charged with Evading Arrest in a Vehicle and Possession of a Controlled Substance and was transported to the Jasper County Jail. Thanks to all the agencies who helped us.

On March 11, 2025, a deputy was dispatched to U.S. Hwy 96 and County Road 239 in reference to a suspicious person. After an investigation, the deputy discovered a glass pipe commonly used for ingesting narcotics and a small plastic bag containing suspected methamphetamine. Jeremy Williams was placed under arrest for Possession of a Controlled Substance PG1<1G. He was transported to Jasper County Jail.

On March 12, 2025, a deputy made a traffic stop on County Road 877 in Evadale. During the traffic stop, the deputy noticed methamphetamines in plain view. Pamela Jackson was arrested and taken to the Jasper County Jail for Possession of a Controlled Substance and Tampering with Physical Evidence.

On March 13, 2025, I had the opportunity to speak to the Kirbyville Women’s Civic Club about the Jasper County Sheriff’s Office. A big thank you to the ladies for donating stuffed teddy bears, blankets and books so our deputies can distribute them. Later that evening, I was able to address the men and women of the Jasper County Republican Party in Jasper and let them know about all of the things that are happening at the Sheriff’s Office. It was a great evening and I appreciate them as well for allowing me to talk about the Jasper County Sheriff’s Office. Also a big thank you to the Belle-Jim Hotel for hosting it!

On March 15, 2025, I participated in the opening ceremonies at the Kirbyville Youth Soccer League. I appreciate them allowing me to do the ceremonial opening kick. It was good seeing all the happy kiddos and I wish them well this season!

On March 15, 2025, Jasper County S.O. Patrol Sergeant Chris Wade received information regarding the location of an individual with a felony warrant for abandoning/endangering a Child (2nd degree felony) on County Road 247 in north Jasper County. Sergeant Wade immediately went to that location and located the individual. She was identified as Virginia DuPont of Jasper. The warrant was confirmed and she was arrested and brought to Jasper County Jail.

On March 16, 2025, a deputy was patrolling County Road 773 when he noticed a male walking down the road. After seeing the patrol car, the individual fled through the back yards of several houses, and at one point, attempted to hide underneath a house. The deputy located the individual and placed him under arrest. He was identified as Tyler Payne of Buna and was wanted out of Hardin County for Motion to Revoke Probation for a Criminal Trespass, Theft of Property and Failure to Appear. He was brought to Jasper County Jail.

On March 17, 2025, I was contacted by Terry Michael Stephenson of Brookeland about checking to see if he had a warrant. I checked and he did. He was asked to turn himself immediately and he failed to show up. We went to his residence and he wasn’t there; however, we did recover a stolen travel trailer on his property. Mr. Stephenson turned himself in later that afternoon. He will be facing an additional felony charge for the stolen travel trailer.

On March 17, 2025, I attended Commissioner’s Court and gave the jail report for out-of-county inmate billing for the month of February - we collected $22,485.00. Additionally, I want to thank all of our Jasper County Commissioners for the assistance they have provided with helping us around our facility. They have provided equipment, dumpsters, etc. We truly appreciate their help and their commitment to law enforcement and our Sheriff’s Office.

All persons listed in this report are innocent until proven guilty in a court of law.

Please obey the speed limits while you are on the roadways of Jasper County, especially in the neighborhoods where our children are playing. We have received numerous calls this week about people driving carelessly and too fast.

The Jasper County Sheriff’s Office would like to recognize Investigator Connie Jordan for being the “Employee of the Month” for the month of February. Her job performance is outstanding and she is an asset to this agency.

It is an honor to be the Sheriff of Jasper County. I would like to reiterate to the people of this county we will always work hard and do everything we can to keep our county as safe as possible. Please don’t hesitate to call us if you need us.

Respectfully,

Chuck Havard

Jasper County Sheriff
